Adopt a resolution awarding a Professional Services Agreement for Tree Trimming Services at various city locations for the City's Golf, Parks, LMD/CFD and Streets Divisions to West Coast Arborists, Inc. for an annual amount of $325,000 with a not to exceed total of $975,000 for a three (3) year term; authorizing the City Manager to execute the contract, extensions, amendments and any associated documents.

Background:
The Public Works Parks Division issued a Request for Proposals (RFP) to provide On-Call tree trimming services for Golf, Parks, LMD/CFD and Streets Divisions. The deadline for submission was October 16, 2025. The City received seven responses and all were from reputable firms.
The seven RFP responses were evaluated and independently ranked by City Staff. The proposal ranking by the evaluators was very consistent with West Coast Arborists Inc. being rated as the top firm.
Staff recommends authorizing the City Manager to execute a three-year agreement with West Coast Arborists, Inc. for the period beginning January 1, 2026, through January 31, 2029 in an amount not-to-exceed $975,000.
The three-year agreement will be funded in the Golf, Parks, LMD/CFD and Streets Divisions (M&O) annual budgets.
Fiscal Impact:
There is sufficient funding of $325,000 (annual amount) for this agreement in the FY26 Adopted Operating Budget in the following funds and will be split as follows:
General Fund (Fund 100) - $125,000
Golf Course Fund (Fund 620) - $75,000
LMD Fund (Fund 280) - $62,500
CFD Fund (Fund 550) - $62,500
