Background:

In an endeavor to improve pavement conditions throughout the City of Manteca (“City”), the City Council has stressed the importance of having a preventative pavement maintenance program in place to prolong existing pavement life and preserve roadways by addressing minor issues before they escalate into more costly repairs.

 

In order to expedite the construction schedule and optimize use of local funds, staff  prepared the Plans, Specifications, and Estimate (PS&E) for the 2025 Pavement Maintenance Project (Diamond Oaks & Crivello Estates area, north of Louise Ave & east of Cottage Ave) (“Project”), see Attachment 2 - Location Map. The Project includes the placement of microsurfacing, rubber cape seal, and striping on streets within the Diamond Oaks & Crivello Estates subdivisions.

 

On June 3, 2025, the City Council approved the Project Plans, Specifications, Engineer’s Estimate, California Environmental Quality Act Notice of Exemption determination, and authorized a Call for Bids.

 

On June 6, 2025, the Project was advertised for bid in the local newspaper and posted on the City’s website.

 

Three bids were received and opened on June 26, 2025:

 

                     VSS International, Inc.                                                                $1,061,211.00

                     American Pavement Systems, Inc.                      $1,063,705.00

                     Pavement Coatings Co.                                                                $1,247,238.30

 

The low bid was within the Engineer’s expected cost range.

 

Fiscal Impact:

 

There is sufficient funding in the Fiscal Year 2025-26 Capital Improvement Program for the 2025 Pavement Maintenance Project (FY26 ENG CIP 26001) in Gas Tax/Street Improvement SB1 (Fund 425).
