Background:

On March 10, 2026, the City entered into Professional Services Agreement C2026-36 with Concord Utility Services (Concord) to provide Water Meter and Endpoint Replacement services.   The project was a huge success, upgrading 3,000 water meters and integrating the endpoints into the City’s water meter reading software. The Utilities Department received additional funding in the Fiscal Year 2026-27 budget to continue upgrading water meters and endpoints.  The three departments associated with the project, Utilities, Finance and Information Technology and Innovation, all support amending the existing agreement to continue working with Concord.  Staff requested a cost proposal and received a very competitive proposal of $586,600, dated August 21, 2026.  The new proposal is less than their original bid, allowing staff to add an additional 1,000 meters to the amendment, for a total of 4,000 meters and endpoints to be upgraded. 

 

Staff recommends extending the contract term from December 31, 2026, to November 30, 2027, and increasing the not-to-exceed compensation from $829,950 to $1,416,550, an increase of $586,600.  All other provisions of the agreement would remain in full force and effect.

 

Fiscal Impact:

There is sufficient funding in the Water O&M Fund (Fund 680) to cover the cost of the agreement.
