PROJECT DESCRIPTION:
The City of Manteca's five-year Capital Improvement Program (CIP) identifieds a list of capital projects over a five-year period. Currently, city staff is working towards the completion of the CIP as part of the budget process, specifically for Fiscal Years 2026/27 through 2030/31.
Pursuant to California Government Code §65401 and California Government Code §65103(c), the Planning Commission is required to review the City’s Capital Improvement Program (CIP) and report to the City Council on whether proposed public works projects are consistent with the adopted General Plan. The CIP serves as the City’s primary implementation tool for funding and constructing infrastructure needed to support planned land uses, circulation, public facilities, and community services. As part of the annual budget process, the CIP is presented to the Planning Commission for review to determine whether the capital projects proposed for planning, initiation, or construction in the upcoming fiscal year conform to the General Plan. The Planning Commission’s determination of consistency is a prerequisite to the City Council’s consideration and adoption of the CIP as part of the City’s budget.
The CIP has two primary purposes; to describe the capital needs of each function of the City and set forth a funding strategy for their implementation. “The Capital Improvement Program (CIP) is designed to systematically plan, schedule, and fund capital projects based on established policies.” It outlines a five-year strategy aligned with the structure of the City’s operating programs. The Capital Improvement Program aims to balance two main types of projects: those that maintain or improve existing facilities and infrastructure, and those that add new capital assets to the City.
The Capital Improvement Program and its budget process enable the City of Manteca to comprehensively plan, schedule, manage and financially monitor capital projects in accordance with the City’s 2043 General Plan established goals, policies, and implementation programs.
ENVIRONMENTAL DETERMINATION:
The CIP is a fiscal and planning document that identifies and prioritizes potential capital projects and funding strategies. This action does not authorize or commit the City to any specific construction activity or physical change to the environment. Therefore, the proposed Capital Improvement Program (CIP) is not a “project” subject to environmental review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15378.
