Background:

The City of Manteca (“City”) Engineering Department routinely requires professional materials testing services associated with its management of development and capital improvement projects.

 

On March 11, 2026, the City issued a Request for Proposals (“RFP”) for On-Call Materials Testing Services. The deadline to submit questions and/or inquiries was on March 26, 2026 and responses to questions/inquiries were published on the City’s website on March 30, 2026.

 

On April 2, 2026, the City received proposals from the following Vendors:

                     Achievement Engineering Corporation

                     Aftershock Geotechnical

                     Blackburn Consulting

                     BSK Associates

                     Construction Testing Services, Incorporated

                     Crawford & Associates, Incorporated

                     Geocon Consultants, Incorporated

                     Kleinfelder Incorporated

                     MatriScope Engineering Laboratories, Incorporated

                     SALEM Engineering Group, Incorporated

                     Terracon Consultants, Incorporated

 

The City established an evaluation committee consisting of three (3) panel members to review received proposals based on the advertised criteria and concluded that the following Vendors are the most responsible, responsive, qualified firms and meet the specific Materials Testing Services goals of the City:

                     Aftershock Geotechnical

                     Blackburn Consulting

                     BSK Associates

                     Geocon Consultants, Incorporated

                     Kleinfelder Incorporated

                     Terracon Consultants, Incorporated

 

City staff has negotiated a fixed price for materials testing services cost with each of the above Vendors to ensure fair, competitive, and quality service when called upon as needed for various projects.

 

Fiscal Impact:

If approved, this item will award six contracts with three-year initial terms for $300,000 each, for a total of $1,800,000.  Each contract has up to two years of extensions for an additional $200,000, for a potential cumulative total of $3,000,000 over five years.  The Fiscal Year 2026-27 portion of these contracts is included in the proposed budget, and funding for future years will be included in subsequent budgets.
