Background:

The project proposal (“the Project”) entails a development application for an Annexation and Prezone (“the Application”) filed by the City of Manteca (the “Applicant”), to annex approximately 17.4 acres, located north-east of the existing City boundaries, and Prezone APNs: 218-020-014, -017, and -025, approximately 6.42-acres of private land, with a General Commercial (CG) City zoning designation. There is no development being proposed as part of this application. Approval of the Project will establish contiguous City boundaries intended to facilitate future development to the north and east. A detailed analysis of the Project has been included as Attachment 1 entitled, “Planning Commission Staff Report.”

 

Planning Commission Action:

On June 18, 2026, the Planning Commission, in a 5-0 vote, adopted Resolution 2026-29 recommending City Council approve the Annexation and Prezone application. A complete video of the proceedings, along with the agenda, staff report, and supporting documents, can be found via the following link:

Environmental Determination:

The Project has been cleared from further environmental review pursuant to Section 15319 (Annexations of Existing Facilities and Lots for Exempt Facilities) of the Environmental Quality Act (CEQA) Guidelines. The project is categorically exempt because the Project Site is developed with existing commercial facilities and complies with the City’s General Plan land use designation. An analysis memo has been prepared as part of this project and is included as Attachment 6 to this report.

 

Fiscal Impact:

There is no fiscal impact associated with this item. Any future development or construction activity would be considered separately.
