Adopt a resolution approving a budget appropriation of $301,963 from the General Fund to CIP 25013; approving a Professional Services Agreement with Fusion Sign & Design, LLC for the Development, Procurement, and Installation of an Archway Structure near the intersection of Main Street and Wetmore Street (CIP 25013) for an amount not-to-exceed $550,000 for the structure; approving a project budget contingency of $70,447 for a total project budget of $620,447; and authorizing the City Manager or designee to take all appropriate actions necessary to carry out the purpose and intent of the resolution.

Background:
On September 11, 2025, the City of Manteca (City) advertised a Request for Proposals (“RFP”) for the Development, Procurement, and Installation of an Archway Structure near the intersection of Main Street and Wetmore Street (CIP 25013) (“Project”).
The Project scope includes:
• The Development and Design of an Archway Structure that spans approximately 80 feet across Main Street near Wetmore Street in downtown Manteca.
• The Procurement and Installation of said Archway Structure.
Responses to all received questions were published on the City’s website on September 22, 2025. The RFP closed on September 24, 2025.
Three (3) proposals were received from the following:
• Express Sign & Neon
• NMI Industrial Holdings, LLC
• Fusion Sign & Design, LLC (“Fusion Sign”)
An evaluation committee consisting of four (4) panel members evaluated and scored the RFPs received. Based on qualifications and scope of work, Fusion Sign was selected as the most responsible, responsive, and best-qualified to meet the specific goals of the Project. Staff completed negotiations with Fusion Sign for an amount not-to-exceed $550,000 for the structure and $70,447 in project budget contingency.
Fiscal Impact:
Staff recommend Council approve the following actions:
1. Approve an appropriation of $301,963 in the General Fund to CIP No. 25013 Lighted Arch Project bringing the FY26 Amended total project budget to $620,447.
2. Approve a professional services agreement with Fusion Sign & Design, LLC for the Development, Procurement, and Installation of an Archway Structure at Main Street and Wetmore Street (CIP 25013) for an amount not-to-exceed $550,000 for the structure.
3. Approve a project budget contingency of $70,447.
