Adopt a resolution approving the Manteca Traffic Calming Program 2025 Citywide Guidelines, and authorizing the City Manager or designee to take all appropriate actions necessary to carry out the purpose and intent of the resolution.

Background:
On November 20, 2018, the City Council adopted the current Manteca Traffic Calming Program (“MTCP”). The MTCP establishes a detailed process for the City and residents to follow when working to address local traffic concerns.
With the assistance of the City’s on-call traffic consultants at Fehr & Peers, the City compared our program to other local agencies and used lessons learned from the past several years to simplify the MTCP process for residents.
A key update in the MTCP is the reclassification of certain traffic calming measures, such as speed lumps, from Stage 2 to Stage 1 of the Traffic Calming Process. This adjustment simplifies and speeds up implementation by reducing administrative steps, allowing interested communities to benefit from the safety advantages of speed lumps much sooner.
The MTCP remains community-driven as requested traffic calming measures require neighborhood consensus and approval from properties fronting the improvements. The steps to obtain neighborhood consensus are summarized as follows:
- Step 1: Project Initiation - Report the problem and submit request form
- Step 2: Resident Petition
- Step 3: List of Traffic Calming Requests
- Step 4: Traffic Calming Measures
- Step 5: Implementation and Assessment
