Background:
The City of Manteca last adopted a comprehensive Parks and Recreation Master Plan in 2016. Since then, the City has continued to grow and diversify, with new recreation trends, higher community expectations, and increased construction and operational costs. To keep pace, the City has initiated an update to the Master Plan to provide a relevant, strategic, and implementable guide for the long-term planning, development, and management of parks, trails, recreation facilities, open space, and programs.
The Parks and Recreation Master Plan Update builds upon the framework established in the adopted plan while incorporating updated demographic data, community input, participation trends, facility conditions, and industry best practices. The updated plan reflects current conditions and future needs and aligns park and recreation planning with the City’s broader land use, development, and capital planning efforts. The update is also in general conformance with the City’s current General Plan.
Community engagement and stakeholder input were integral to the update process and included public outreach, targeted surveys, coordination with City staff, review of participation and usage data, and technical analysis. The resulting recommendations reflect community priorities and provide a balanced approach to maintaining existing assets while planning for future growth.
The updated Master Plan is organized into the following sections: Executive Summary, Existing Conditions, Community Needs Assessment, Goals, Policies and Actions, Facility Needs Assessment, and Implementation Strategies, with supporting technical appendices.
The Parks and Recreation Master Plan Update reaffirms the City’s existing and future need for additional community parks, special-use parks, recreation facilities, and enhancements to existing park assets. Updated population projections further demonstrate the need to expand park and recreation infrastructure in tandem with residential growth.
With the Parks and Recreation Master Plan update completed, the next step will be to complete the fee nexus study. This study will serve as the basis for updating the Park Acquisition and Improvement Fees to ensure they are aligned with current standards, projected growth, and long-term funding needs. Once completed, the updated fees will be brought before the City Council for review, consideration, and approval.
Fiscal Impact
Adoption of the Master Plan Update does not commit funds or establish a capital schedule. Implementation will be considered through future Capital Improvement Program and budget processes and supported in part by updated development impact fees.
