Background:

The Emergency Solutions Grants (ESG) program is a federally funded initiative that supports individuals and families experiencing homelessness or at risk of becoming homeless. ESG funding is intended to:

 

                     Improve the quality and capacity of emergency shelters

                     Rapidly rehouse individuals and families experiencing homelessness

                     Prevent homelessness by providing essential services and operational support

 

The Federal ESG Program is administered by the U.S. Department of Housing and Urban Development (HUD) and allocated to local jurisdictions to support homelessness response efforts. State ESG funds, administered through California Department of Housing and Community Development (HCD), supplement Federal ESG resources by addressing state-specific priorities and service needs.

 

In December 2024, the San Joaquin County Neighborhood Preservation Division released a Notice of Funding Availability for Federal ESG funding in the amount of $245,000.

 

The City has been awarded $11,711 in Federal ESG funds, which will support operational costs and services at the Unsheltered Emergency Center located at 555 Industrial Park Drive. This funding will be provided on a reimbursement basis.

 

Fiscal Impact:

Because Federal ESG grant funds are reimbursable, staff recommends establishing both revenue and expenditure appropriations in the HUD Grants Fund (Fund 141). Appropriating $11,771 to the Fund 141 revenue and expense accounts will provide the necessary budget authority, with both lines offsetting each other.

 

No General Fund impact is anticipated.
