Conduct a public hearing; find the project exempt from further environmental review pursuant to Section 15061(b)(3), “Common Sense Exemption" of the California Environmental Quality Act; and waive the first reading of an ordinance by substitution of the title and introduce an ordinance of the City Council of the City of Manteca, State of California, repealing Ordinance 779 approving Rezone Map 87-8 and the St. Dominic’s Healthcare Facilities Campus Standards & Design Guidelines, and repealing Ordinance 970 amending the St. Dominic’s Healthcare Facilities Campus Standards & Design Guidelines for Project parcels APN: 200-180-16, -17, -34, -35, -37, -39, -40, -41, -42, -43, -44 and 200-140-29, -30, and -31.

Background:
On December 7, 1987, the City Council adopted Ordinance 779, approving Rezone Map 87-8 and the St. Dominic’s Healthcare Facilities Campus Standards & Design Guidelines for the site that is presently being occupied by the Kaiser Permanente Hospital Campus.
In January 2025 the City Council approved a City-wide Rezone as a subsequent action enacting direct implementation of the 2043 General Plan and 6th Cycle Housing Element. As a result, the project site’s Planned Development Overlay Zone District was changed to current Public Quasi-Public (PQP) and Mixed-Use Commercial Zone District; however, the St. Dominic’s Healthcare Facilities Campus Standards & Design Guidelines remain in place.
To prevent any conflicting regulations or inconsistencies with current development standards, the repeal of Ordinance 779 and 970 (Attachment 3), and any subsequent amendments to the same is necessary.

Planning Commission Action
At the Planning Commissions regular meeting of October 16, 2025, the Commission passed Resolution No 2025-13 recommending City Council adopt an ordinance repealing Ordinance 779 and subsequent amendments to the same.
CEQA Analysis:
The proposed ordinance is exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to State CEQA Guidelines Section 15061(b)(3), the "Common Sense" Exemption. This exemption applies to projects where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment.
Fiscal Impact:
There is no fiscal impact associated with this item.
