Recommendation:

Adopt a resolution approving Plans and Specifications for the Compressed Natural Gas (CNG) Safety Systems for Fleet Shop (CIP 24121), approving the California Environmental Quality Act Notice of Exemption determination, authorizing a Call for Bids, and authorizing the City Manager or designee to take all appropriate actions necessary to carry out the purpose and intent of the resolution (exempt from CEQA pursuant to 14 Cal. Code Reg. § 15301(d)).

Background:
The CNG Safety Systems for Fleet Shop Project is a critical initiative aimed at enhancing the overall safety of the Fleet Shop’s operations. Although the current systems and operational protocols comply with certain elements of applicable codes, there are specific areas where the existing infrastructure does not fully meet regulatory requirements. These deficiencies highlight the need for targeted upgrades and potential system expansions to achieve full compliance with all relevant California codes and safety regulations.
Compressed Natural Gas (CNG) vehicle maintenance facilities must conform to strict safety standards due to the flammable and lighter-than-air characteristics of CNG. Key safety features required for such facilities include the installation and operation of rooftop exhaust fans, overhead doors and exhaust hose reels, upgraded ventilation systems, and provisions for manual operation of exhaust hose reels, among others. Addressing these elements is essential to ensure a safe working environment and regulatory compliance.
Staff has reviewed and determined that the Project is Categorically Exempt under the California Environmental Quality Act based on Article 19 Section 15301(d) “Existing Facilities”
A Notice of Exemption will be filed with the San Joaquin County Clerk/Recorder and the State Clearinghouse for the Project within 5 days of approval pursuant to 14 Cal. Codes Regs. § 15094.
Plans and specifications are completed for the CNG Safety Systems for Fleet Shop Project (CIP 24121) and are available for review at the Solid Waste Office.
Fiscal Impact:
CNG Safety Systems for Fleet Shop Project (CIP 24121) has a total project budget of $675,000 in General Fund (Fund 100).
