Background:

Last year, the Qualex Building located at 555 Industrial Park Drive sustained significant damage when two sections of the roof collapsed due to excessive rainfall and prolonged ponding water. Emergency repairs were completed to stabilize the roof and address immediate safety concerns; however, those repairs were temporary and did not resolve the roof's overall deterioration.

 

As demolition activities began, previously unknown hazardous conditions were discovered within the office portion of the building. Prolonged water intrusion from the failing roof resulted in extensive mold growth and water damage throughout the interior finishes. Based on an inspection conducted by Ostlund Environmental Services, Inc., full remediation of all water- and mold-damaged materials was recommended to protect public health and safety and prevent further deterioration of the building.

 

Given the extent of the damage, City staff determined that a complete roof replacement is necessary rather than continued patchwork repairs. Staff solicited three proposals for the roof replacement and recommends awarding the contract to Peterson Roofing in the amount of $389,674, as the lowest responsive and responsible bidder.

 

Staff also recommends awarding a contract to A-1 Remediation Service in the amount of $151,716 to complete the environmental remediation identified in the assessment.

 

Following completion of the remediation and roof removal, JC Wagner and Associates, Inc. will perform a comprehensive structural evaluation of the exposed roof framing and supporting structural components to determine whether additional repairs or structural upgrades are necessary. Because the full extent of any structural deficiencies cannot be determined until the existing roof has been removed, staff recommends authorizing the an agreement with JC Wagner and Associates, Inc. for an amount up to $150,000, with a 10% contingency of $15,000, to address any additional engineering, design, or structural repair services that may be required during roof replacement.

 

Collectively, these agreements represent the first phase of improvements necessary to stabilize and rehabilitate the Qualex Building in preparation for its future use as the City's Navigation Center.

 

Staff recommends approval of agreements totaling $691,390, consisting of:

 

                     Peterson Roofing - $389,674

                     A-1 Remediation Service - $151,716

                     JC Wagner and Associates, Inc. - Approximately $150,000

 

Staff also recommends approving a project contingency of $69,140 (10 percent) to address unforeseen conditions and additional work that may be identified during demolition, roof replacement, remediation, or structural evaluation.

 

The total project budget for this phase is $760,530.

 

Fiscal Impact:

The total authorization for the agreements, including contingencies, is $760,530. Sufficient funds are available in the Navigation Center Fund (Fund 126), CIP 24001, to cover these costs.
