Recommendation:

Adopt a resolution approving an agreement with Dewberry Engineering for construction management and inspection services for the Zone 36/39 Storm Drain Improvements Phase I Outfall Project CIP No. 20004 (District 1 located near the intersection of Woodward Avenue and Aplicella Court to approximately 3,000 feet west of Woodward Avenue) in an amount not-to-exceed $1,351,469; approving a budget appropriation of $1,351,469 in the Public Facilities Implementation Plan Drainage Fund (Fund 580) to CIP No. 20004 and authorizing the City Manager or designee to take all appropriate actions necessary to carry out the purpose and intent of the resolution.

Background:
The Zone 36/39 Storm Drain Improvements Phase 1 Outfall (CIP 20004) (Project) is designed to accommodate conveyance of stormwater flows south of State Route 120 to a new surface water discharge into the San Joaquin River at the west end of the City of Manteca (City) limit. On May 12, 2026, the City Council awarded the construction contract for the Project to Mozingo Construction, Incorporated.
Due to the nature of this work, coordination with Reclamation District 17 and Oakwood Lakes Water District, having prepared the plans and specifications, as well as processed the various associated permits, City staff determined Dewberry to be uniquely qualified to perform the Construction Management and Inspection Services (CM&IS) for the Project.
Staff completed cost negotiations with Dewberry for an amount not-to-exceed $1,351,469 for CM&IS for the Project.
Fiscal Impact:
There is no General Fund impact.
An additional appropriation of $1,351,469 is included in the Public Facilities Implementation Plan Drainage Fund (Fund 580) to fund the CM&IS costs for the proposed agreement.
