Background:

The City of Manteca has identified the need for additional community parkland to serve existing and future residents. As growth continues throughout the community, the acquisition of strategically located park property remains a critical component of implementing the City's Parks Master Plan and maintaining adequate recreational opportunities for residents.

 

In conjunction with the proposed annexation and development of the RAFF 2 industrial project located in North Manteca, the City and RAFF 2, LLC have negotiated a Purchase and Sale Agreement for the acquisition of approximately 60 acres of land located adjacent to Union Road. The acquisition is coordinated with a related Pre-Annexation Agreement and is intended to secure a long-term site for a major community park facility serving the City.

 

The proposed acquisition consists of approximately:

                     40 acres of upland property dedicated for active and passive community park uses, including future recreational amenities, sports fields, trails, gathering areas, and other community-serving facilities; and

                     20 acres dedicated to stormwater basin facilities, which will provide regional drainage capacity while also functioning as an integrated open space and recreational amenity within the overall park design.

 

The acquisition represents one of the largest parkland purchases in the City's history and provides the opportunity to establish a destination community park capable of serving residents citywide.

 

The Purchase and Sale Agreement provides the City with the right to acquire the approximately 60-acre property upon satisfaction of specified conditions, including project entitlements and annexation associated with the adjoining development project. The agreement establishes a purchase price of $6,500,000, subject to conditions as described within the Agreement.

 

While future park planning, design, and construction funding will be considered through separate City Council actions, acquisition of the property at this time is a strategic investment in the City's long-term parks infrastructure. Large, contiguous parcels suitable for a community park of this scale are increasingly rare and difficult to acquire. Securing the site now allows the City to establish a permanent location for a future community park, satisfy regional stormwater basin obligations associated with the Union Ranch North Development Agreement, and position the City to utilize future Parks Facilities Fee revenues and other funding sources for park development. Acquiring the land at this stage preserves the opportunity to develop a community-serving facility that may otherwise be unavailable or significantly more costly in the future.

 

The acquisition supports several important City objectives:

 

1.                     Community Park Development

The City's inventory of large-scale community park acreage is limited relative to projected population growth. Acquisition of this site will provide the City with the opportunity to develop a regional community park capable of accommodating a wide range of recreational amenities and community-serving facilities.

2.                     Integrated Stormwater Infrastructure

Approximately 20 acres of the site will serve as a regional stormwater basin facility. Integrating stormwater infrastructure with park development maximizes public benefit while providing critical drainage infrastructure needed to support future growth. In addition, the basin acreage will satisfy obligations associated with the Union Ranch North Development Agreement, supporting the City's ability to collect and utilize negotiated Community Benefit Fees.

3.                     Implementation of Future Parks Fee Program

Acquisition of the property establishes a permanent site for a future community park and provides certainty as the City updates its Parks Facilities Fee Program and nexus study. Securing the land now allows future park impact fee revenues to be directed toward development of a community park facility that will serve future growth.

4.                     Strategic Land Acquisition

Large, contiguous parcels suitable for community park development are increasingly difficult to acquire within the City. The proposed acquisition preserves a unique opportunity to secure a site of sufficient size to accommodate both recreational amenities and regional stormwater infrastructure while meeting long-term community needs.

 

Approval of the Purchase and Sale Agreement constitutes a real property acquisition and does not authorize construction or physical changes to the environment. Environmental review for future park development and associated improvements will be conducted in accordance with the California Environmental Quality Act (CEQA) prior to any development activity.

 

The proposed acquisition advances the City's goals of providing high-quality parks and recreational facilities, maintaining public infrastructure, and ensuring that community amenities keep pace with population growth.

 

Fiscal Impact:

The Purchase and Sale Agreement establishes a purchase price of $6,500,000 for the acquisition of approximately 60 acres intended for a future community park and stormwater basin facility. Approval of this action includes an appropriation of $6,500,000 in the Parks Acquisition & Improvement Fund (Fund 500) to fund the property acquisition and related escrow costs upon satisfaction of the agreement's closing conditions.

 

The acquisition secures a long-term site for future park and drainage infrastructure and positions the City to utilize future Parks Facilities Fee revenues and other funding sources for development of the site. Costs associated with future planning, design, infrastructure improvements, and construction are not included in this action and will be considered through future Capital Improvement Program and annual budget processes.
