Adopt a resolution amending the Fiscal Year 2024-25 Capital Improvement Program to include the Wawona Street (Union Road to Main Street) Bike & Pedestrian Improvement Project and assign a Capital Improvement Project Number; approving the Plans and Specifications for the Wawona Street Bike & Pedestrian Improvement Project; approving the California Environmental Quality Act (CEQA) Notice of Exemption determination (exempt from CEQA pursuant to 14 Cal. Code Regs. § 15301(c), and the Project Claim for the Measure K Renewal Bicycle, Pedestrian, and Safe Route to School Non-Competitive Program Cycle 2; authorizing a Call for Bids; and authorizing the City Manager or Designee to take all appropriate actions necessary to carry out the purpose and intent of the resolution.

Background:
On February 27, 2025, the City was awarded $3,814,045 in Active Transportation Project Cycle 7 grant (“ATP Cycle 7”) funding by SJCOG. $400,000 was allocated to the Wawona Street (Union Road to Main Street) Bike & Pedestrian Improvement Project (“Project”). The ATP Cycle 7 grant has a 20% match requirement.
To expedite the construction schedule and optimize use of local funds, staff has prepared the Plans, Specifications, and Estimate (“PS&E”) for the Project. The Project includes the addition of new class III bike lanes, placement of new asphalt concrete overlay, rubberized cape seal, pavement fabric, dig-out repairs, installation of ADA curb ramps, crack sealing, and striping.
The Project is located along Wawona Street from Union Road to Main Street (see Attachment 4 - Location Map) and may also include Locust Avenue from Wawona Street to Mission Ridge Drive as an additive alternate, depending on the receipt of favorable bids.
The Engineer’s estimate for the project construction is $2,000,000 and does not include any additional design services, construction management, or project contingencies.
The Project also qualifies for funding under the Measure K Renewal Bicycle, Pedestrian, and Safe Route to School Non-Competitive Program Cycle 2 (“MKR SRTS”) for bike and pedestrian improvements such as installation of ADA curb ramps. For fiscal year 2022/23 to 2026/27, the City of Manteca was apportioned $358,585.72 in MKR SRTS funds, which must be claimed by June 30, 2025.
Staff has reviewed and determined that the Project is Categorically Exempt under the California Environmental Quality Act (CEQA) based on Article 19 Section 15301(c), Class 1 “Existing Facilities”.
A Notice of Exemption will be filed with the San Joaquin County Recorder/Clerk and the State Clearinghouse for the Project within five days of approval pursuant to 14 Cal. Code Regs. § 15094. The PS&E have been completed and are available for review in the Engineering Department.
Fiscal Impact:
There is no General Fund impact or current cost associated with this recommendation.
