Background:

Behavioral Health Bridge Housing (BHBH) funds are intended to support local jurisdictions in addressing homelessness among individuals with serious behavioral health needs. Eligible uses of BHBH funds include navigation centers, respite crisis housing, emergency shelters, and other housing-related infrastructure and services that assist individuals experiencing homelessness or at risk of homelessness with Serious Mental Illness (SMI) and/or Substance Use Disorders (SUD).

 

The City of Manteca (“City”) has identified a need for supportive and transitional respite housing for San Joaquin County residents with behavioral health conditions who are experiencing homelessness or are at risk of homelessness. In response to this need, the City will collaborate with The WellNest Group and The Way Church, which is located at 715 E. North Street, Manteca, and is developing The Way Veteran Village, a tiny home community designed to provide supportive, transitional respite housing.

 

The County of San Joaquin (“County”) provides behavioral health services to County residents, including individuals who are homeless or at risk of homelessness with serious behavioral health conditions. The California Department of Health Care Services (DHCS) awarded Behavioral Health Bridge Housing (BHBH) program funds to the County for the purpose of reducing homelessness among individuals with SMI and/or SUD.

 

Through this Agreement, the County will provide BHBH funding to the City to support the purchase and installation of tiny homes at The Way Veteran Village. Upon installation, the tiny homes will provide four (4) beds designated for San Joaquin County residents referred by the County who are homeless or at risk of homelessness and have serious behavioral health conditions, including SMI and/or SUD, or who are justice involved, with prioritization for CARE Court participants. This project will expand local housing capacity and strengthen the regional continuum of care for individuals with complex behavioral health needs.

 

Fiscal Impact:

Staff recommends approval of the reimbursable agreement and authorize budget appropriations of $281,000 in revenue and expenditure lines in the Miscellaneous Grants Fund (Fund 101).

There is no General Fund impact.
