Background:
The Manteca Police Department Headquarters Project (CIP 24701) will construct a new police headquarters and support building at 682 South Main Street. The work includes site improvements, grading, paving, utilities, drainage, landscaping, secure parking, generator infrastructure, communications, security and low-voltage systems, fire protection, fire alarm, off-site signalization and commissioning of a complete and operational facility. Only pre-qualified contractors were invited to bid, and the Engineer's estimate for construction was $63,000,000.
On October 5, 2026, the City received and opened three (3) bids:

Staff further recommend acceptance of Additive Alternate No. 1 (blast film to all exterior glazing) and Additive Alternate No. 3 (Polarplex panels in Server/Radio Room 160), and rejection of Additive Alternate No. 2 (TPA roofing in lieu of TPO roofing), based on project needs and available funding.
All bids were reviewed for compliance with the bidding requirements. Deficiencies identified during the review were evaluated, and none was determined to be sufficient to reject the affected bid. A consistent standard was applied to all bidders.
City staff, with support from the City’s construction management representative, evaluated all three bids for responsiveness and bidder responsibility in accordance with the Instructions to Bidders and applicable provisions of the California Public Contract Code. Roebbelen Contracting, Inc. submitted the lowest bid at $52,847,500, which is $1,914,500 (approximately 3.5%) below the second-lowest bid.
The evaluation found Roebbelen’s bid to be responsive and Roebbelen to be a responsible bidder based on: a valid California Class B contractor’s license and current Department of Industrial Relations (DIR) registration; bid security in the required amount; acknowledgment of all issued addenda and inclusion of all City-established fixed allowances; comparable project experience including public safety and municipal facilities of similar size and complexity; a satisfactory owner reference check, including the San Ramon Public Safety Facility, with past change-order history determined to be driven by architect/engineer errors and omissions rather than contractor performance; and a preliminary project schedule demonstrating Substantial Completion within 540 calendar days and Final Completion within 609 calendar days of the Notice to Proceed.

Additional appropriations will be recommended at the mid-year budget update after the proposed bond issuance to fund this project has closed.
