Background:

The Manteca Fire Department is seeking to hire a retired annuitant to support the department’s portable and mobile radio program. This individual will play a critical role in ensuring the reliability, functionality, and operational readiness of communications infrastructure.

 

The Department’s radio systems are essential to daily operations, emergency response coordination, and firefighter safety. Increasing demands on the communications infrastructure, including programming, testing, installation, and ongoing maintenance, have significantly expanded the workload. These responsibilities are currently assigned to a full-time Deputy Fire Chief, who requires additional support from an individual with extensive experience, specialized skills, and in-depth knowledge of fire service communication systems. 

 

Hiring a retired annuitant with these specialized skills will support the Department in meeting operational deadlines, improving system reliability, and ensuring the continued effectiveness of critical communications systems.

 

Attached for City Council’s consideration is a resolution approving the employment agreement for Eric Oliveri, a recently retired South San Joaquin County Fire Authority employee with specialized expertise in fire service communication systems. The resolution also authorizes an exception to the 180-day CalPERS waiting period pursuant to California Government Code section 7522.56, which mandates that CalPERS retirees wait 180-days before reemployment with a CalPERS agency as an annuitant. Human Resources has confirmed with the CalPERS Working After Retirement Unit that approval of this resolution satisfies their requirements and allows the 180-day waiting period to be waived.

 

Upon City Council’s approval, Mr. Oliveri may begin work as a retired annuitant effective January 7, 2026, with no City benefits and limited to 960 work hours per fiscal year.

 

Fiscal Impact:

The Fire Department budget will fund the costs associated with employing Retired Annuitant Eric Oliveri. This approach allows the Department to obtain specialized expertise on a limited-term basis, supporting operational needs while avoiding the ongoing salary, benefit, and long-term cost obligations of a full-time position.

 

No additional budget appropriation is required.
