Approve an agreement regarding the Shared Recreation Facilities and School Resource Officer (SRO) with the Manteca Unified School District and authorize the City Manager to sign the agreement and any associated documents.

Background:
The Community Recreation Act (Education Code Sections 10900-10914.5) authorizes public agencies, including cities and school districts, to jointly organize, promote, and conduct recreational programs and activities that enhance the health, welfare, and quality of life of community members.
The proposed Shared Recreation Facilities and School Resource Officer (SRO) Agreement establishes a formal partnership between the City of Manteca and the Manteca Unified School District (MUSD) for the shared use of recreational facilities and continuation of School Resource Officer services.
The agreement allows reciprocal access to designated parks, athletic fields, gymnasiums, pools, and other recreational facilities and amenities owned by each agency for educational, recreational, and community programming purposes. The agreement also establishes facility scheduling, maintenance responsibilities, insurance requirements, and operational procedures to support efficient use of public resources.
In addition, the agreement continues the School Resource Officer program serving MUSD campuses. Under the agreement, the City will provide three School Resource Officers at no cost to the District. MUSD will fund a fourth School Resource Officer position through an annual reimbursement to the City in the amount of $120,000.
Approval of the agreement will continue the long-standing partnership between the City and MUSD, expand recreational opportunities for residents, and promote safe and secure learning environments throughout the community.
Fiscal Impact:
The agreement provides for shared use of public facilities between the City and MUSD without rental charges. Each agency remains responsible for the operation, maintenance, utilities, staffing, and other costs associated with its respective facilities.
The City will initially incur the personnel costs associated with providing the fourth School Resource Officer position and will subsequently receive annual reimbursement from MUSD in the amount of $120,000. Revenue and expenditures associated with the School Resource Officer program are included within the adopted operating budget. Any temporary cash flow impacts resulting from the timing of expenditures and reimbursement will be absorbed within existing appropriations. Therefore, no additional budget appropriation is required as a result of this agreement.
