Background:

On March 1, 2016, the City Council approved by Resolution Ordinance No. 1580, amending Manteca Municipal Code, Title 17, to include the Family Entertainment Zone (FEZ) Master Plan (Plan) as an appendix to the Title and thus adopting the Plan; later amended on April 5, 2016 and April 3, 2018.

 

On August 28, 2023, the City released a Request-for-Proposal (RFP) to secure a consultant to update the City’s FEZ Master Plan with deadline to respond by September 25, 2023, later extended to October 16, 2023. The RFP sought consulting services to conduct and prepare a highest and best use market demand analysis, feasibility studies, and conceptual site designs for this approximately 140-acre city-owned property. 

 

Hunden Strategic Partners, Inc. (“Hunden Partners”) was selected as the most qualified respondent to perform the requested services and was awarded the contract at the December 19, 2023, City Council Meeting. The contract was executed on January 17, 2024, to complete the Master Plan Update, including updating the required environmental analysis, for the Family Entertainment Zone Master Plan.

 

As staff continued to work with the consultant, staff found there were additional advisory services and assistance needed in identifying and recruiting qualified developers to the project. Upon request, Hunden Partners provided a phased proposal for separate and additional advisory and developer solicitation services (See attachment 2). On September 18, 2024, the City entered into a contract with Hunden Partners to complete the Phase 1 Advisory Services (attachment 3) for a not-to-exceed amount of $95,000, which was approved according to the City Manager’s purchasing authority. The advisory services in Phase 1 of the proposal are continuing and the City is requesting to move forward with Phase 2, Developer Solicitation Services, as proposed. As identified in the proposal, the solicitation services performed by the consultant would include creating and distributing a Request for Qualifications (RFQ) to identify qualified developer partners, attracting development projects by preparing and releasing a Request for Proposals (RFP), evaluating the proposals received in response to the RFP, which will ultimately lead to one or more development agreements for the design and construction of the FEZ.

 

Staff is requesting that Council approve a new Services Agreement (attachment 4) with the Hunden Partners in an amount not-to-exceed $150,000 for the Developer Solicitation Services identified in Phase 2 of the consultant’s Advisory and Developer Solicitation Services Proposal. The Phase 1 contract will continue until all tasks in Phase 1 are completed.

 

Fiscal Impact:

Sufficient funds exist for this agreement. There is no General Fund impact.
