body

Background:

The City of Manteca Fire Department has identified the need to replace the existing Fire Station No. 3 due to space constraints, outdated infrastructure, and its inability to accommodate modern firefighting equipment and operational needs.

In coordination with representatives of the 2012 Edward J. Cardoza Sr. and Dolores M. Cardoza Revocable Trust dated December 3, 2012, City staff have been offered a donation of a 1.14 acres being the northern portion of the parcel located at Assessor’s Parcel Number 218-210-26 (1250 N. Main Street), which has been determined to be a suitable and strategic location for the replacement fire station.

The offered property is nearly an acre larger than the existing fire station site and provides the space necessary to accommodate the City’s current operational requirements and future expansion needs as the community continues to grow. The size and configuration of the parcel will allow for adequate vehicle circulation, modern apparatus bays, on-site training areas, and improved response capabilities to surrounding neighborhoods.

City staff, in consultation with the Fire Department and other City staff, have reviewed the property and found it to meet all functional and locational criteria for the replacement station. Acceptance of this donation will allow the City to proceed with design and future construction planning without incurring land acquisition costs that would otherwise be necessary.

The property’s size and strategic location will support not only current fire service delivery needs but also long-term operational capacity as Manteca continues to expand. The acquisition aligns with the City’s long-range facilities planning and public safety infrastructure goals.

City staff has already obtained a Title Report as well as a Phase I Environmental Assessment Report and found no issues or concerns with the portion of the parcel to be deeded to the City. Upon acceptance, staff will record the deed. No immediate construction will occur as part of this action; future phases, including design, environmental review (as applicable), and construction funding, will be returned to the City Council for consideration.

The acceptance of the real property donation is not a project under the California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3), as it can be seen with certainty that there is no potential for this action to have a significant effect on the environment. Environmental review will be conducted separately in conjunction with any future construction project proposed for the site.

Fiscal Impact:

The acceptance of this donated property results in no direct acquisition cost to the City. The donor will transfer ownership of the portion of the existing parcel at no cost, representing a significant financial benefit and cost savings to the community.

Minimal administrative expenses may be incurred for due diligence activities such as title insurance, recording fees, and environmental review, which will be absorbed within the existing Government Building Facilities budget. The long-term fiscal impact is positive, as the larger parcel allows for construction of a facility that will meet operational needs for decades, reducing the likelihood of additional land acquisitions or facility relocations in the future.
