Approve a Professional Services Agreement with Shield Protection Group, Inc. in an amount not-to-exceed $635,992.32 for security guard services to Shield Protection Group, Inc. and authorize the City Manager to sign the agreement and any associated documents.

Background:
On June 29, 2021, the City declared a shelter crisis pursuant to Government Code Section 8698 due to unsheltered homeless in the City. That resolution and declaration are still in effect today.
On September 1, 2022, the City entered into an agreement with His Way Refuge Center to provide services at 555 Industrial Park Drive, which included security services. As of September 15, 2023, His Way Refuge Center no longer provided security services at 555 Industrial Park Drive.
In August 2023, consistent with the Purchasing Policy (page 13) and Government Code Section 8698 et seq., the City Manager elected to waive the request for proposal process due to the emergency and exigent nature of the services provided to unsheltered residents (and the need for 24/7 security), and instead the City contacted three (3) local vendors to inquire to provide security services as set out herein.
For further background, the City’s Unsheltered Emergency Center (“Center”) has the need for twenty-four (24) hour security service to reduce the possibility of risk or injury to the unsheltered community and to ensure the safety of City employees, current operating provider, His Way Refuge House, and secure the premises. Shield Protection Group, Inc. (“SPG”) is a locally owned and operated and has been serving the Central Valley. SPG is a well-regarded firm that provides extensive training to their guards and highly certified security personnel. Therefore, staff recommends approving City Manager to extend services and sign agreement for period of July 1, 2025, through June 30, 2026, with SPG to provide security guard services for the City’s Center in an amount not-to-exceed $635,992.32.
Fiscal Impact:
Sufficient budget exists in the Fiscal Year 2025-26 Budget within the General Fund (Fund 100) for this contract.
