Background:

State Health and Safety Code Section 17958 requires the California Building Standards Commission to adopt and publish the State Building Standards Code (Title 24, California Code of Regulations) every three years. The 2025 State Code, which incorporates the codes listed below, will take effect statewide on January 1, 2026.

 

If approved, this ordinance will amend Title 15 of the Manteca Municipal Code to update references from prior editions of the State Code and to carry forward the City’s previously adopted local amendments to the California Building Standards Code (Title 24, California Code of Regulations).

 

The following parts of the 2025 State Code are proposed for adoption by reference with local amendments:

                     2025 California Residential Code

                     2025 California Plumbing Code

                     2025 California Mechanical Code

                     2025 California Electric Code

                     2025 California Existing Building Code

                     2025 California Green Building Code

                     2025 California Historic Building Code

                     2025 California Referenced Standards Code

                     2025 California Energy Code

 

Staff has reviewed the published codes and determined that local amendments are necessary to address the specific climatic, geographical, and topographical conditions unique to the City of Manteca. The Building Safety Division of the Development Services Department recommends adopting local changes and modifications to the State Codes to ensure public safety and consistency with prior practice. These amendments-carried forward from the previously adopted Ordinance O2022-22-include administrative and procedural provisions, as well as requirements not covered by the State Codes, that are essential to safeguard life and property within the City.

 

Accordingly, the proposed amendment to Title 15 of the Manteca Municipal Code would adopt the 2025 California Building Standards Codes together with the City’s local amendments. No material change in regulatory effect to existing standards is being proposed as part of this update.

 

Fiscal Impact:

Adoption of this ordinance will not result in any direct cost to the City. The Building Safety Division’s existing plan check, permit, and inspection fees will continue to apply, and the proposed ordinance does not include or recommend any changes to those fees at this time.
