Background:

The City’s Geographic Information Systems (GIS) program is a vital component supporting numerous City operations, including critical mapping for Police and Fire, as well as integrations with Public Works, Engineering, Development Services, Finance, and Legislative Services/City Clerk. As departments increasingly rely on location-based data, GIS has become a foundational platform for daily operations, strategic planning, and public engagement.

 

In recent years, the demand for GIS services has continued to grow, driven by a broader user base, expanding applications, and increased expectations for real-time, accurate information. To support this growth and ensure a consistent level of service delivery, the City is seeking to supplement its existing GIS capabilities with professional consulting services.

 

Some specialized GIS functions, such as managing Extract, Transform, Load (ETL) processes, supporting complex system integrations, and generating customized analytics and technical documentation, benefit from focused, expert attention. Contracting with a firm experienced in these areas will enable the City to meet evolving needs while allowing internal staff to continue delivering core services efficiently.

 

To address these needs, the City proposes an agreement with SDI Presence LLC for GIS consulting support. Under this agreement, SDI Presence will assist with:

 

Data Updates: Maintain address point locations and regularly import County-provided parcel and ownership data.

                     Layer Maintenance: Perform updates to City-maintained GIS layers, including those generated internally.

                     Map Production: Create large-format maps for City meetings and public events.

                     ETL Management: Maintain Extract, Transform, Load (ETL) scripts that support GIS updates.

                     Documentation & Standards: Develop GIS documentation for staff and uphold established City GIS standards.

                     Analytics & Reporting: Produce user metrics and system usage reports (IIS, Portal, ArcGIS Online).

                     Training & Support: Provide staff training, instructional videos, and technical guidance for IT and departmental users.

                     Meeting Support: Attend key meetings requiring GIS expertise

 

These services will strengthen the City’s ability to deliver timely, accurate, and accessible GIS resources in support of public safety, infrastructure planning, community development, and administrative transparency.

 

Fiscal Impact:

Funding for this contract is included in the Fiscal Year 2025-26 budget in Information Technology Fund (Fund 830).
