Adopt a resolution approving an amendment with Tyler Technologies to migrate New World ERP to Software as a Service (SaaS) in an amount not-to-exceed $342,243; approving an agreement with SDI Presence LLC (SDI) for consulting services in an amount not-to-exceed $93,510; approving the purchase of receipt printers in an amount $7,500; approving a project contingency of $20,000 for any unforseen project cost; approving related budget appropriations; and authorizing City Manager or designee to execute the agreements and take all appropriate actions necessary to carry out the purpose and intent of the resolution.

Background:
The City implemented Tyler Technologies’ New World Enterprise Resource Planning (ERP) system in 2012. Since that time, the system has operated on City-managed servers located on-premises. While this structure has supported the City’s needs for more than a decade, it requires significant capital investment in hardware and ongoing staff resources to manage upgrades, maintenance, and patching.
As technology has advanced, best practices for ERP systems have shifted toward cloud-hosted platforms. Migrating to Software as a Service (SaaS) provides several advantages:
• Improved Reliability and Performance: SaaS hosting ensures consistent performance, reducing disruptions and downtime through Tyler’s dedicated infrastructure.
• Enhanced Security and Compliance: Tyler Technologies manages system updates, monitoring, and security protections according to current industry standards.
• Resource Alignment: With Tyler Technologies managing system infrastructure and maintenance, City IT Applications staff and resources can focus on supporting departments with system use, integrations, and service delivery.
• Scalability: Cloud hosting allows the system to adapt as organizational needs change without requiring new capital investment in servers.
• Operational Continuity: The SaaS environment reduces scheduling conflicts in processes such as Utility Billing and Payroll, allowing departments to operate with greater consistency.
This migration positions the City to strengthen the stability, security, and long-term sustainability of its financial and operational systems.
As part of the conversion to New World SaaS platform, the current receipt printers used by the cashiers in all departments will no longer work. The addition of the printers will ensure receipts are printed for all transactions.
Staff recommends Council approve the amendment with Tyler Technologies and SDI consulting firm for the implementation and project management of migrating the City’s New World ERP system to a cloud-based (SaaS) platform, ensuring timely and successful completion of the project.

Staff recommends that the City Council authorize the following budget appropriations to fund the ERP cloud migration and consulting services:
