Background:

The Fire Department currently utilizes Self-Contained Breathing Apparatus (SCBA) units that are approaching the end of their recommended service life. The current models, originally placed in service over a decade ago, are no longer fully compliant with the most recent National Fire Protection Association (NFPA) 1981 and 1982 standards for respiratory protection and PASS (Personal Alert Safety System) devices. Over time, advances in SCBA technology have significantly improved firefighter safety, operational efficiency, and integrated communications capabilities.

 

Modern NFPA-compliant SCBA units offer enhanced ergonomic design and lighter weight materials, thus reducing firefighter fatigue during extended incidents. Integrated electronic accountability systems and updated PASS devices improve situational awareness and firefighter survivability in emergency conditions. The latest models also incorporate upgraded communications technology, including Bluetooth®-enabled voice amplification and direct radio interface, allowing clearer and more reliable communication in high-noise and low-visibility environments.

 

Additionally, the proposed SCBA units feature integrated GPS tracking for real-time fireground accountability. This technology enables incident commanders to monitor firefighter location and movement during emergency operations, improving tactical decision-making and providing a critical safety net in the event of a mayday situation.

 

Replacement of the current SCBA inventory will ensure compliance with national safety standards, reduce equipment failure risk, and provide firefighters with the most effective life-safety tools available. The proposed purchase will standardize equipment across the department, streamline maintenance and training, and enhance interoperability with neighboring agencies during mutual aid operations.

 

Fiscal Impact:

The Fiscal Year 2026 budget includes $1,000,000 funding for the purchase of new NFPA-Compliant Self-Contained Breathing Apparatus utilizing Measure Q (Fund 105). There is no impact to the General Fund.
