Recommendation:

Adopt a resolution determining United Pavement Maintenance, Inc. as the lowest, responsive, and responsible bidder for the Main Street (Northgate Drive to Alameda Street) Bike and Pedestrian Improvement Project CIP 20005; awarding the construction contract to United Pavement Maintenance, Inc. in the amount of $2,995,249.25; approving an Agreement for Services with TRC Engineers, Inc. to provide construction management and inspection services in an amount not-to-exceed $184,000; approving a Project contingency of $300,000; amending the FY 2024-2025 Annual Budget and Capital Improvement Program to increase CIP 20005’s expenditure budget by the additional Federal HSIP grant of $850,000, appropriate revenue in the amount of $850,000 into Fund 480; appropriate expense in the amount of $850,000 to Fund 480; and authorizing the City Manager or designee to take all appropriate actions necessary to carry out the purpose and intent of the resolution.

Background:
The Highway Safety Improvement Program (HSIP) is a federal grant program that funds transportation-related safety projects. The City of Manteca (City) received $1,661,040 in HSIP funding for the Main Street (Northgate Drive to Alameda Street) Bike and Pedestrian Improvement Project CIP 20005 (Project).
The Project, includes the installation of bike lanes, raised medians, pedestrian median fencing, enhanced pedestrian crossings, High Intensity Activated Crosswalk (HAWK) Pedestrian Hybrid Beacon signal system at the Main Street intersection with Edison Street, slurry seal, and traffic signal loop modifications along Main Street from Northgate Drive to Alameda Street.
On September 27, 2023, the City entered into an Agreement for Professional Services with Mark Thomas & Company to develop the plans, specifications, and estimates (PS&E) for the Project.
On June 18, 2024, the City approved the Project PS&E and authorized an invitation for bids.
On August 21, 2024, Caltrans authorized Construction and Construction Engineering phase of the Project.
On September 10, 2024, the Project was advertised for bid, and a mandatory job walk was held on October 2, 2024. The deadline to submit questions and/or inquiries was on October 3, 2024 and responses to questions/inquiries received prior to the deadline was published on the City’s website on October 8, 2024.
Five bids were received and opened on October 10, 2024:
• United Pavement Maintenance, Inc. $2,995,249.25
• George Reed, Inc. $3,206,688.00
• Knife River Construction $3,264,172.00
• Martin General Engineering, Inc. $3,356,321.50
• Mountain Cascade, Inc. $3,457,756.00
Staff reviewed the bids and determined that the lowest, responsive, and responsible bidder is United Pavement Maintenance, Inc. (UPM) with a bid amount of $2,995,249.25 (Attachment 3).
On September 23, 2024, the City issued a Request for Proposals (RFP) for Construction Management & Inspection Services (CMIS) for the Project. The deadline to submit questions and/or inquiries was on October 7, 2024 and responses to questions/inquiries received prior to the deadline was published on the City’s website on October 8, 2024.
On October 14, 2024, the City received proposals from two firms:
• Ghirardelli Associates, Inc.
• TRC Engineers, Inc.
The City established an evaluation committee consisting of City staff to evaluate and rank all the received proposals based on the advertised criteria.
Based on qualification and scope of works, the evaluation committee concluded that TRC Engineers, Inc. (TRC) is the most responsible, responsive, qualified firm, and meets the specific goals of the Project. Staff has completed cost negotiations with TRC for an amount not-to-exceed $184,000 (Attachment 5).
On October 30, 2024, the City submitted a request to Caltrans for additional construction phase federal grant funding in the amount of $1,898,500.
On November 6, 2024, Caltrans approved an additional $850,000 of federal HSIP funds for the Project (Attachment 6).

The City has received a total of $2,511,040 in federal HSIP Grant funds for the Project in Fund 480 (Grant No. HSIP 5242(035) (Account No. 480.00.00.900-4450.37).
With the $850,000 additional grant funding being factored in, there will be sufficient funding within the FY 2024-25 Annual Budget and Capital Improvement Program from the original HSIP grant funding, Transit Development Act (TDA) funding, and other subsidized streets funding, to support the cost of the Main Street (Northgate Drive to Alameda Street) Bike & Pedestrian Improvement Project CIP No. 20005.
Staff recommends that due to the additional grant funding of $850,000 to amend the FY 2024-25 Annual Budget and Capital Improvement Program Project Budget to increase CIP 20005 revenues and spending budget in the amount of $850,000 in Fund 480 (Account: 480.00.00.900-4450.37) and increase the expenditures for CIP 20005 in the same amount in Fund 480 (Account No. 480.00.00.900-6410.02).
