Subject: |
2025 Urban Water Management Plan and Water Shortage Contingency Plan Adoption |
Recommendation:
title
Hold a Public Hearing to consider adoption of a resolution approving the 2025 Urban Water Management Plan and the Water Shortage Contingency Plan.
body
Background:
California Water Code Sections 10610-10656 and 10608 requires that all urban water suppliers delivering over 3,000 acre-feet of potable water per year or having more than 3,000 urban connections submit an Urban Water Management Plan (UWMP) once every five years. The City of Manteca’s (City) potable water supply is comprised of approximately 60% surface water, provided by South San Joaquin Irrigation District (SSJID), and 40% groundwater provided by City wells. The City currently has close to 30,000 water service connections and in 2024 the City delivered over 15,000 acre-feet of groundwater. The surface water provided by SSJID is required to be included in their UWMP. The City is required to update and submit its 2025 UWMP to the California Department of Water Resources by July 1, 2026.
Failure to complete the UWMP would disqualify the City from State grants earmarked for drought response, recycled water, and infrastructure improvements.
On July 30, 2025, the City approved an agreement for services with West Yost for the preparation of the 2025 UWMP for an amount of $106,070.
The UWMP provides a detailed summary of the present and future water resources and demands within the City’s Water System service area and assesses its water resource needs over a 25-year planning period in 5-year increments through 2050. The UWMP includes analysis of the distribution system water losses, detailed reporting on droughts, seismic risk, energy intensity, water shortage contingency planning, and the Water Conservation Act of 2009.
The City has prepared its 2025 UWMP in conformance with the January 2026 UWMP Guidebook, Senate Bill 610 Water Supply Assessments, Senate Bill 221 Written Verifications of Water Supply, and SBx7-7. The Draft UWMP is attached as Attachment 3 and the Water Shortage Contingency Plan (WSCP) is Appendix G of Attachment 3.
The WSCP is the newest major addition to the UWMP, which requires the City to assume six stages of increasing water shortages and determine the resulting mitigation measures. Though it is an appendix to the UWMP, it must be adopted as a separate document from the UWMP.
The City published two notices in the Manteca Bulletin Newspaper on April 24, 2026, and May 1, 2026. The UWMP, including the WSCP, was made available to the public on the City’s Engineering Department webpage.
Staff recommends adoption of the respective 2025 UWMP and WSCP resolutions (Attachment 1 and 2) and direction to staff to file the 2025 UWMP and WSCP with the California Department of Water Resources.

There is no cost associated with this action.
