Approve a three-year Professional Services Agreement with Harris & Associates for on-call planning services with a fiscal year maximum of $100,000, for a total not-to-exceed $300,000 for the contract term and authorize the City Manager to execute the agreement.

Background:

In March 2025, the City initiated the Request for Proposal (RFP) process for on-call planning services to support staff during high development activity and special projects. Over ten qualified proposals were received, and four firms were interviewed. Two were selected based on their expertise in CEQA, current and long-range planning, and their in-house technical specialists in planning law, engineering, and design; skills essential for implementing the 2043 General Plan and related initiatives.

 

Staff seeks approval of a professional services agreement with Harris & Associates to assist the Planning Division with developing and implementing key projects. Services will be used as needed from December 1, 2025, through December 31, 2028, with a $100,000 annual cap and a $300,000 total limit for the contract term, plus optional extensions. Future extensions or amendments will follow City policy, with Council approval required only for those beyond administrative authority.

 

Fiscal Impact:

If approved, the total contract amount is $300,000, with a fiscal year maximum of $100,000.  There are sufficient appropriations in the Development Services Fund (Fund 340) for the FY 2025-26 portion of the agreement.  Staff will include funding for future years of the agreement into subsequent fiscal year budgets.

 

There is no General Fund impact.
