Approve a Professional Services Agreement with RRM Design Group in an amount not to exceed $554,054 to provide comprehensive architectural and engineering services for the development of Manteca Fire Station No. 6 and authorize the City Manager to sign the agreement and any associated documents.

Background:
The City is preparing for the design and future construction of Manteca Fire Station No. 6 to support the community's continued growth and maintain effective emergency response services.
RRM Design Group is uniquely qualified to provide the required architectural and engineering design services, having previously prepared the bridging documents for Manteca Fire Station No. 5. Rather than developing a new station design from the ground up, the proposed agreement will utilize Fire Station No. 5 plans as the foundation for a prototype Fire Station No. 6. This approach will significantly reduce design time, maintain consistency in station functionality, and capitalize on the City's previous investment in the Fire Station No. 5 design. As such, staff recommends that Council waive the competitive procurement process and award the contract to RRM Design Group as the sole-source vendor for its unique ability to modify the Fire Station No. 5 plans for Fire Station No. 6.
Fire Station No. 6 is intended to mirror the proven operational layout and functionality of Fire Station No. 5, while incorporating modifications necessary for its new location, including site-specific design, expanded apparatus bays, and updated exterior architectural elevations. All other major design elements and operational features will remain consistent with Fire Station No. 5 design.
Approval of the agreement with RRM Design Group will allow the City to proceed with the preparation of construction documents necessary to advance the Fire Station No. 6 project.
Fiscal Impact:
There is sufficient funding for this agreement in the Fiscal Year 2026-27 adopted budget within the Fire Facilities Fees Fund (Fund 530). There is no General Fund impact.
