Background:

On March 2024, the City of Manteca (“City”) adopted the 2024 Wastewater Master Plan (“WWMP”). The WWMP identified the Central Trunk Sewer Project CIP 24004 (“Project”), labeled as project Wastewater Collection System Project 06 (“WCS-06”) in the WWMP, as a high priority project due to its location in the collection system, pipeline age, and risk of failure.

 

The Project will replace 4,200 feet of existing 36-inch sewer line, with a new deeper 36-inch sewer trunk gravity line and abandon the existing Union Road lift station.

 

On July 30, 2025, the City approved an Agreement for services with HydroScience Engineers for Engineering Design Services for the Project.

 

On April 24, 2026, the Initial Studies/Mitigated Negative Declaration and Mitigation Measures Reporting Plan was filed with the State Clearing House Number 2026041206 and posted on the City’s Planning Website for the 30-day public review.

 

On May 7, 2026, the Engineering Department released the Request for Proposal (“RFP”) for Construction Management and Inspection Services (“CM&IS”) for the Central Trunk Sewer Project CIP No. 24004.

 

On May 12, 2026, the City Council approved the plans, specifications and estimates (“PS&E”), and authorized a Call for Bids.

 

On May 14, 2026, the Engineering Department held a mandatory pre-proposal meeting for the CM&IS RFP.

 

On May 19, 2026, the Engineering Department held a mandatory pre-bid meeting and job walk for the Project construction.

 

On May 25, 2026, the public review ended and the Initial Studies/Mitigated Negative Declaration and Mitigation Measures Reporting Plan was finalized.

 

On May 28, 2026, the City received proposals from the following firms for CM&IS:

                     4Leaf, Inc.

                     Albat, Inc.

                     Alpha CM, Inc.

                     Carollo Engineers, Inc.

                     HydroScience Engineer, Inc.

                     MCK Americas, Inc.

 

Based on qualification and scope of work, the evaluation committee concluded that Carollo Engineers, Inc. is the most qualified firm and meets the specific goals of the Project. Staff has completed cost negotiations with Carollo, Inc. for an amount not-to-exceed $790,468 for CM&IS for the Project.

The lowest bid is within the Engineer’s expected cost range. Staff recommends including Alternative Bid Items in the construction contract.

Sufficient funding exists in the Fiscal Year 2026-2027 Capital Improvement Program for CIP No. 24004.
