Background:

On March 21, 2023, the City Council conditionally approved the Yosemite Square Tentative Subdivision Map. The map proposed to subdivide 137.5 acres of land into 797 residential lots, 19.96 acres of open space and 6.74 acres of park land.  As a condition of the approval, the developer was required to construct certain offsite improvements for the project, including street widening, water line extensions, sewer line extensions, and pump stations.

 

At this time the owner/developer of Yosemite Square is seeking to enter into an Improvement Agreement for that certain work to install the sewer trunk main in Woodward Avenue.  This work will complete the final section of sanitary sewer & storm drain trunk main for the Woodward Avenue Sewer & Storm Drain Project originally started in 2013.

 

In accordance with Title 16, Section 16.23.080 of the City of Manteca Municipal Code, the developer for the Yosemite Square Subdivision has worked with the City to complete the agreements and will submit the required bonds prior to the start of work.

 

Due to the nature of the installation of the sanitary sewer main in Woodward, certain other improvements are necessary for the restoration and improvement to Woodward Avenue.  This work includes the completion of the sewer trunk main, the storm drainage trunk main, storm drainage improvements, relocation of existing water mains, installation of sewer lines for future connections, installation of new curb, gutter & sidewalk at various locations, pavement widening at various locations, restoration and repair of existing pavement, and signing & striping of Woodward Avenue.

 

As required by the Public Facilities Implementation Plan (PFIP), the Developer solicited bids and four bids were received by the Clerk’s office ranging from a low of $11,877,397.37 to a high of $15,505,151.00.  The entirety of this work is PFIP reimbursable by the City. The Improvement Agreement includes the respective PFIP reimbursements for Transportation System, Sewer Collection System, Storm Drainage System, and Water System.  Per Schedule B of the Improvement Agreement the PFIP reimbursements will be made on a quarterly basis upon submittal of documentation from the owner/developer demonstrating what improvements were installed in the previous quarter. Based on the low bid the total PFIP reimbursement, including applicable soft costs and a 10% contingency, is $13,683,281.14.

 

Fiscal Impact:

The proposed improvement agreement includes a $13,683,281.14 reimbursement to the developer paid from PFIP funds. Once the City accepts the improvements, the City becomes responsible for maintaining the infrastructure.
