Background:

City Manager Toni Lundgren has nominated current Director of Engineering, Kevin Jorgensen II, to serve as Assistant City Manager. If approved, the agreement shall become effective February 4, 2026, and remain in effect until terminated pursuant to the terms of the agreement.

 

Mr. Jorgensen has worked for the City of Manteca for approximately eleven years. He was hired as City Engineer, promoted to Deputy Director of Engineering in July 2020, and was appointed Director of Engineering in August 2021. Prior to joining the City of Manteca, Mr. Jorgensen worked for San Joaquin County as a Professional Engineer & Land Surveyor. Mr. Jorgensen holds a bachelor’s degree in civil engineering from the University of the Pacific.

 

Due to the proposed reorganization of divisions in Public Works, the Assistant City Manager position to which Mr. Jorgensen is recommended will oversee the Engineering, Utilities, and Streets Maintenance divisions, along with the ADA Transition Plan Compliance associated with program funding.

 

Per Manteca Municipal Code Section 2.08.070(C), while the City Manager may select an Assistant City Manager, such a selection requires approval by the City Council. Accordingly, the City Manager seeks City Council approval for the proposed employment agreement with Mr. Jorgensen.

 

Highlights of the agreement include a base salary of $249,420.96 per year (Step E).

 

Fiscal Impact:

Changes to appropriations for this position were included in the reorganization agenda item that Council approved earlier tonight.  There are no additional fiscal impacts to approving this appointment.
