Background:

Several years ago the City of Manteca (“City”) created the Airport Way Pavement Improvements Project (CIP 11027). Recently, the City secured approximately $6.7 million dollars in PG&E Rule 20A funds for the undergrounding of existing overhead PG&E utilities along Airport Way from Daniels Street to Waterfall Way, which must be located within the ultimate right of way. To facilitate expenditure tracking of these new funds and address changes in the nature of the work and project limits it is desirable to create a new CIP project,  the Airport Way Widening Project (“Project”), close out the former project and transfer the remaining funds to the new Project.

 

The new Project will include the following:

-                     Development of Plans and Specifications and Estimate for Airport Way widening per the 2043 General Plan

-                     Preparation of plats and legals for ROW acquisition

-                     Coordination with PG&E and other utilities for underground utility relocation

 

On July 2, 2025, staff released a Request for Proposals for the preparation of Plans, Specifications and Estimate for Airport Way Widening Project on the City’s website. The deadline to submit questions and/or inquiries was on July 24, 2025, and responses to questions/inquiries received prior to the deadline were published on the City’s website on July 17 and 28, 2025. 

 

On July 31, 2025, the City received proposals from the following firms:

                     BKF Engineers

                     Mark Thomas and Company, Inc. (Mark Thomas)

                     Wood Rogers, Inc.

 

The City established an evaluation committee consisting of City staff to evaluate and rank all the proposals received based on the advertised criteria.

 

Based on qualification and scope of work, the evaluation committee concluded that Mark Thomas is the most responsible, responsive, qualified firm, and meets the specific goals of the Project. Staff have completed cost negotiations with Mark Thomas and Company, Inc. for an amount not-to-exceed $1,961,563.

 

Fiscal Impact:

No appropriation of funds is required as the remaining funds allocated to the former Airport Way Pavement Improvements Project (CIP 11027), approximately $2,546,426, will be utilized to fund the Mark Thomas agreement and the new Airport Way Widening Project.

 

Staff recommends Council approve the following actions:

 

1.                     Approve an Agreement for Services with Mark Thomas & Company, Incorporated for a total not-to-exceed amount of $1,961,563.

2.                     Amend the Fiscal Year 2025-2026 Capital Improvement Program to include the Airport Way Widening Project and assign a new CIP Number.

3.                     Close the former Airport Way Pavement Improvements Project (CIP 11027) and transfer the remaining funds to the new Airport Way Widening Project.
