Background:

On November 17, 2022, the Planning Commission conditionally approved the GBx Manteca project located at 2261 Operation Place. As a condition of the project’s approval, if the Developer/Owner were to utilize oversized trucks, also commonly referred to as Surface Transportation Assistance Act of 1982 (STAA) trucks, to access the project site then the Developer must establish a STAA route to the site. To comply with the Conditions of Approval for the project, the Developer desires to finalize the process establishing the STAA route.

 

STAA route establishment is done in accordance with Manteca Municipal Code (MMC) Chapter 10.56 Interstate Truck Terminals - Route Designation and the CalTrans Terminal Access Application Procedures. The MMC uses the terminology “Interstate Truck Terminal Route” in place of STAA Route.

 

The STAA Route for this project is proposed along Intermodal Way and Roth Road.  The proposed route establishes continuity for Intermodal Way to the existing STAA route on Roth Road west of Intermodal Way and the existing STAA route on French Camp Road, through the County’s segment of Airport Way, north of Roth Road; the existing STAA route connects to both State Highway 5 and State Highway 99.

 

In accordance with Manteca Municipal Code Chapter 10.56 and the CalTrans Procedures, the Developer has submitted study documents to City staff showing that the geometrics of the existing City roadways along the desired route are navigable for the STAA Design Vehicle. Additionally, the Developer deposited funds with the City to reimburse the City for the time and materials to install the terminal trailblazing signs.

 

Upon Council’s approval of the route designation, Public Works staff will install appropriate trailblazing signs at each decision point along the route. City staff will then submit documentation to CalTrans, and CalTrans will update the appropriate maps and documentation.

 

Fiscal Impact:

There is no net fiscal impact associated with this action as the developer is paying for the required signage and staff time to install the trailblazing signs.
