Provide an update to the Public Safety Sales Tax Oversight Committee regarding the Police Department

Background:
In 2006, the City developed a spending plan under the Public Safety Sales Tax Initiative to provide additional support for the Police and Fire Departments. Over the first five years, the plan funded 13 Police Officers and 2 Sergeants. All of these positions were added within the first three years, while Years 4 and 5 of the plan did not include any new personnel. Since that time, the initiative has supported the addition of six more Officers, bringing the total funded positions to 19 Officers and 2 Sergeants, or 21 positions overall.
Today, the Police Department is authorized for 83 sworn positions. This includes 67 Officers, 10 Sergeants, 2 Lieutenants, 2 Captains, and the Chief of Police. Of these, 82 positions are currently filled, with two Officers completing the field training program.
The recent award of a COPS Grant has provided funding for five additional positions. These are not fully funded by the grant, so the City developed a phased plan to support them. Two positions were added in FY25 and are already filled, while three more were added in FY26. The first year of funding will be shared between the General Fund and the COPS Grant. In subsequent years, ongoing support will be provided through a combination of the General Fund, the COPS Grant, and Measure M.
The breakdown of funding for sworn personnel is as follows:
* 18 Police Officers are funded 100% by Measure M
* 2 Police Sergeants are funded 100% by Measure M
* 1 Police Officer is funded 61% by the General Fund, 19% by the COPS Grant, and 20% by Measure M
