Background:
The Highway Safety Improvement Program (HSIP) is a federal program that funds transportation-related safety projects.

The Federal Highway Administration (FHWA) and California Department of Transportation (Caltrans) awarded a HSIP Grant in the amount of $681,390 to the City for the Yosemite Avenue Bike & Pedestrian Improvement Project CIP 20006 (Project), which includes the installation of bike lanes, Americans with Disabilities Act (ADA) curb ramps, and enhanced pedestrian crossings along Yosemite Avenue from Walnut Avenue to Main Street. The City will be providing local funding match of $75,910 to comply with the grant requirements.

Caltrans approved the City's Preliminary Environmental Study (PES) and identified Technical Studies required for the Project. Since the proposed Project is federally-funded, the Professional Services will cover Design as well as National Environmental Policy Act (NEPA) documents.

On August 15, 2024, City Staff released a Request for Proposals (RFP) for Engineering Design & Environmental Services on the City's website.

On September 3, 2024, City Staff published responses to all received requests for clarifications on the City's website.
