Background:
On January 28, 2020, the Planning Commission conditionally approved the Industrial Trailer Storage Yard at 578 Industrial Park Circle & 1298 Vanderbilt Circle. As a condition of the project's approval, if the site will be accessed by Surface Transportation Assistance Act of 1982 (STAA) trucks then the Developer must establish a STAA route to the site. To comply with the Conditions of Approval for the project, the Developer desires to finalize the process establishing the STAA route.

STAA route establishment is done in accordance with Manteca Municipal Code (MMC) Chapter 10.56 Interstate Truck Terminals - Route Designation and the CalTrans Terminal Access Application Procedures. The MMC uses the terminology "Interstate Truck Terminal Route" in place of STAA Route.

The STAA Route for this project is proposed along Vanderbilt Circle, connecting to the existing STAA Route on Industrial Park Drive at its two intersections with Vanderbilt Circle.

In accordance with Manteca Municipal Code Chapter 10.56 and the CalTrans Procedures, the Developer has submitted study documents to City staff showing that the geometrics of the existing City roadways along the desired route are navigable for the STAA Design Vehicle. Additionally, the Developer deposited funds with the City to reimburse the City for the time and materials to install the terminal route signs.
