Adopt a Resolution of Intention to add territory as a future annexation area to Community Facilities District (CFD) No. 2022-1 (Manteca Public Safety, Maintenance & Services).

Background:
As part of the conditions of approval for development for the Indelicato and Dutra subdivisions, the developers are required to annex into an existing CFD to provide funds towards the maintenance of streetlights, streetscapes, parks, streets and provide funding for public safety services.
In 2022 the City Council approved the formation of CFD No. 2022-1 and established the City limit boundaries as the future annexation area. The Indelicato and Dutra subdivisions were not within the boundaries of the future annexation area as they were not within the City limits at that time. The projects have since annexed into the City.
Adopting the resolution is the first step to expand the future annexation boundaries and will allow for the Indelicato and Dutra projects to annex into CFD No. 2022-1 utilizing the previously approved abbreviated process (Unanimous Approval Process). See attached map for new boundaries (Attachment 2). The future annexations will occur once the amendment to the future annexation area is completed and each development is approaching building permit phase. Approval of the resolution also sets the public hearing date for April 15, 2025.
Fiscal Impact:
There is no fiscal impact associated with adoption of this resolution.
