Staff recommends that the City Council receive and file the Fiscal Year 2025-2026 City Council Goals and Priorities Work Plan.

Background:
On February 25, 2025, the City Council held a special meeting to:
1. Conduct a joint discussion with the Measure Q Citizens' Oversight Committee on the development of a financial plan for Measure Q, and
2. Review the Fiscal Year 2024-25 Goals and Priorities Work Plan, reflect on 2024 citywide accomplishments, and identify and rank priorities for Fiscal Year 2025-26.
Following staff presentations and discussions, the City Council established and ranked five strategic priority areas for Fiscal Year 2025-26:
1. Public Safety
2. Economic Development & Vitality
3. Updating City Infrastructure
4. Ensuring Long Term Fiscal Sustainability
5. Expanding Homelessness and Housing Options and Solutions
Staff also presented a comprehensive list of departmental needs and priorities for FY 2025-26. These, along with unfinished initiatives carried over from the FY 2024-25 Work Plan, have been incorporated into the attached FY 2025-26 Council Goals & Priorities Work Plan.
The Work Plan outlines high-level goals supported by specific, actionable tasks to be completed over the next 12 to 18 months. Each task includes an assigned department(s) to ensure accountability and progress tracking.
To promote transparency and community engagement, the FY 2025-26 Work Plan will be designed as a digital brochure and shared on the City's website and social media channels. Staff will provide regular updates to the City Council and the public on the status of the goals and related action items.
