Background:
Each December, the City publishes a Notice of Funding Availability (NOFA) to notify interested parties of the availability of Community Development Block Grant (CDBG) and Home Investment Partnership Act (HOME) funds and provide information on how and when to apply for the funds. The funding amounts provided in the NOFA are an approximate and are based on last year's allocation amount. Applications for the funds are received and funding recommendations are presented to Council based on that approximate allocation amount in the NOFA. On March 18, 2025, City Council approved a CDBG allocation of $426,003 and a HOME allocation of $116,052.

In early June 2025, the Housing and Urban Development Department (HUD) released their revised funding allocation, requiring the City to revise its original approved allocation amounts. The revised CDBG allocation is $420,013, a decrease of $5,990, and the revised HOME allocation is $111,278, a decrease of $4,774.

Staff's recommendation is to allocate the decrease in CDBG funds to the Manteca Navigation Center Project and the decrease in HOME funds to the Manteca Navigation Center/Affordable Housing Project. The recommended revised amounts are on Attachment 1.

Fiscal Impact:
There is no impact to the City's General Fund. All project and administrative costs are fully funded through Federal Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) funds. Staff costs to administer these programs are also offset by these federal funds.
