Background:
Other bargaining units at the City have provisions included in their memorandum of understanding (MOU) that includes a department’s ability to promote an individual from one level to the next within a job family/class series, as long as the person meets the qualifications, the Department Head recommends the promotion and ensures there is department budget to cover the cost impact. This arrangement is referred to “flex staffing.”
As Human Resources worked with certain Department Heads on filling current vacancies, including Engineering and Development Services, it was discussed that it could be beneficial to have a flex staffing arrangement for certain job classifications represented by the MMA unit.
Human Resources met and conferred with MMA, and both parties have agreed to the attached Side Letter Agreement regarding flex staffing. The Flex Staffing arrangement covers job families in Engineering, Planning, Economic Development and other Analyst classifications.
Fiscal Impact:
There is no request to add vacancies to the City’s current Fiscal Year 2024-25 budget. Current vacancies which are already approved in the budget will be filled by either internal or external recruitments. The Flex Staffing arrangement simply provides more latitude for a Department Head to fill a vacancy through flex staffing versus having to fill a vacancy through a recruitment process. Future flex staffing promotions will be planned for and included in department budgets.
