title

Adopt a resolution and approve side letter agreements to existing Memorandums of Understanding for COVID-19 Vaccine Incentive

body

Background:

From the start of the COVID-19 pandemic, the City has navigated through the difficulties of the ever-changing safety requirements handed down from the CDC, in an effort to provide a safe place to work for our employees.

In accordance with the City of Manteca’s duty to provide and maintain a workplace free of hazards, City Council recently approved the use of American Rescue Plan Act (ARPA) funds to incentivize and encourage employees to protect themselves and their co-workers by becoming fully vaccinated as defined by the CDC.

As such, the following bargaining units and unrepresented work groups have agreed to a one-time, non-PERSable incentive of $400 to all eligible member employees who are fully vaccinated by December 15, 2021:

                     Executive Management

                     Public Safety Mid Managers

                     Confidential Mid Managers

Additional group side letters may be brought forward at the next regular Council Meeting date for approval once signed.

The City will continue to work toward the federal goal of a 70% vaccination rate.  To date, the City has a 52% employee vaccine rate.

Fiscal Impact:

This action will apply to 240 employees citywide. The approximate cost will be $200,000 that will be funded through ARPA funds. There will be no impact to other city funds.
