Adopt a resolution accepting an allocation of SB 125 Funding from San Joaquin Council of Governments (SJCOG) in the amount of $1,644,096; approving FY 2024-25 budget revenue and expenditure appropriations to Fund 610 Federal Transit Management; authorizing the City Manager to execute the SB 125 Fund Transfer Agreement and all necessary documents with the SJCOG.

Background:
The California State Transportation Agency (CalSTA), through Senate Bill (SB) 125, will issue funding to regional transportation planning agencies for transit projects. The funding is for a 4-year period, but only two years have recently been announced as "unfrozen" and being made available by the state for disbursement. These two years are the years the SJCOG Board approved to address the transit cliff, a cumulative two-year total of approximately $68 million.
In February 2024, the SJCOG Board approved a formula distribution of SB 125 funds for Years 1 (FY 2023-24) and Year 2 (FY 2024-25) for operating assistance for transit agencies. The City will receive an allocation of $1,090,296 in Year One and $553,800 in Year two for a total amount of $1,644,096 of the initial distribution approved by the SJCOG Board. Should any transit operator be allocated in excess funds and will add the amount to the unprogrammed SB 125 balance, making those previously allocated formula funds available for consideration in the next phase of TIRCP and ZETCP programing.
Funds will be utilized to address operation cost shortfalls of the Transit System, including personnel, professional services, supplies, and indirect costs.
