Background:
In Fiscal Year 2023-24, the City entered into a five-year agreement with Flock Safety for the deployment of Automated License Plate Reader (ALPR) cameras and Flock Condor cameras throughout the City. The system was implemented to assist law enforcement with criminal investigations, improve officer safety, and enhance situational awareness through real-time intelligence.
The Police Department is currently in the third year of the agreement. Since implementation, the Flock system has become an invaluable investigative tool, assisting officers in identifying suspect vehicles, locating wanted persons, recovering stolen vehicles, and supporting investigations into violent crimes and property crimes. The additional cameras will expand these capabilities and strengthen the City's existing public safety camera network.

Staff recommend Council approve Amendment No. 1 to the Contract Services Agreement (C2023-162) with Flock Safety in the amount of $55,500.
