Adopt a resolution approving Amendment No.1 to Contract Services Agreement (C2023-162) with Flock Safety for the addition of six (6) Flock Condor cameras at an annual cost of $18,000 for the remaining three (3) years of the agreement, plus a one-time installation fee of $1,500, for a total contract increase amount not-to-exceed $55,500, and further authorizing the City Manager, without further Council action, to procure additional Flock Condor camera units of the same type in future years, subject to appropriated funding within the Police Department's approved annual budget and compliance with the City's Purchasing Policy.

Background:
In Fiscal Year 2023-24, the City entered into a five-year agreement with Flock Safety for the deployment of Automated License Plate Reader (ALPR) cameras and Flock Condor cameras throughout the City. The system was implemented to assist law enforcement with criminal investigations, improve officer safety, and enhance situational awareness through real-time intelligence.
The Police Department is currently in the third year of the agreement. Since implementation, the Flock system has become an invaluable investigative tool, assisting officers in identifying suspect vehicles, locating wanted persons, recovering stolen vehicles, and supporting investigations into violent crimes and property crimes. The additional cameras will expand these capabilities and strengthen the City's existing public safety camera network.

Staff recommend Council approve Amendment No. 1 to the Contract Services Agreement (C2023-162) with Flock Safety in the amount of $55,500.
