Background:
The Emergency Solutions Grants (ESG) program is a federally funded initiative designed to assist individuals and families experiencing homelessness or at risk of becoming homeless. The ESG program provides funding to:

* Improve the quality and number of emergency shelters for homeless individuals.
* Rapidly rehouse homeless individuals and families.
* Prevent homelessness by offering essential services and operational support.

The Federal ESG program is administered by the U.S. Department of Housing and Urban Development (HUD) and allocated to local governments to address homelessness in their communities. State ESG funds, provided through California's Department of Housing and Community Development (HCD), complement Federal ESG funding by addressing state-specific priorities and needs for homeless services.

In December 2023 and 2024, San Joaquin County - Neighborhood Preservation Division released the Notice of Funding Availability for Federal Emergency Solution Grant (ESG) in the amount of $250,000 and $246,142 respectively, and State ESG in the amount of $199,467.

The City received a total of three (3) ESG awards:
* 2023 Federal ESG: $8,850
* 2024 Federal ESG: $13,110
* 2023 State ESG: $9,640
