Adopt a resolution approving the Plans and Specifications for the Storm Drain Zone 36/39 Improvements Project Phase 1 Outfall Construction located at the west end of the City limits between Woodward Avenue near Aplicella Court and approximately 3,000 feet west of Woodward Avenue; authorizing a Call for Bids; and authorizing the City Manager or Designee to take all appropriate actions necessary to carry out the purpose and intent of the resolution.

Background:
The Storm Drain Zone 36/39 Improvements Project (CIP 20004)(Project) is designed to convey stormwater flows south of State Route 120 to a new surface water discharge into the San Joaquin River at the west end of the City of Manteca ("City") limit.
Phase 1, this agenda item, includes construction of a new outfall structure on the San Joaquin River at the former Oakwood Lake Water District corporation yard and installation of a forty-eight-inch (48") force main that will carry stormwater runoff along the toe of the Reclamation District 17 ("RD 17") levee from the pump station near Woodward Avenue and Applicella Court to the new outfall structure.
Future phase work, not part of this agenda item, will include completion of the sixty-six-inch (66") gravity storm drain line within Woodward Avenue, which new development has been conditioned to construct to property owned by RD 17 on Aplicella Court and a stormwater pump station.
The outfall structure on the San Joaquin River has a narrow window of construction in accordance with the environmental permitting that would preclude in-water construction on the outfall from November 1st through July 31st...
