Establish a City Council Ad hoc 2x2 City Attorney Committee and appoint two Councilmembers to serve on the Committee.

Background:
The City Council may from time to time choose to establish an ad hoc committee, comprised of two members of the City Council, to evaluate and report on particular issues. Ad hoc committees are commonly used in City government, are composed of less than a quorum of the legislative body, serve a limited or single purpose, are not perpetual, and dissolve once the specific task is completed.
Ad hoc or “temporary” committees are treated differently under the Brown Act. Ad hoc committees are not subject to the notice and posting requirements of the Brown Act so long as the committee:
• Is comprised solely of members of the governing body;
• Consists of less than a quorum of the legislative body;
• Has a defined purpose and a time frame to accomplish that purpose;
• Is advisory - the committee has not been delegated any decision making power and will be returning to the full body on its recommendation
The purpose of the City Attorney Committee shall be advisory to the City Council and shall work to engage recruitment efforts for the vacancy of the City Attorney, the future of the department, and help with as needed reviews, updates and information pertinent of the department.
