Background:
The original contract for LPA, Inc to provide architectural and engineering services for the new police department headquarters was approved at a regularly scheduled City Council Meeting on February 4, 2025. Due to unforeseen circumstances with PG&E and an easement on the south border of the property line, it has become necessary to revise the site and relocate the sally court. Under the original contract, any work not reasonably anticipated by the parties at the time of execution but later determined by the City to be necessary for project completion, is classified as "Extra Work" and qualifies as Additional Services. During a meeting on November 4, 2025 with LPA and the City we deemed this project revision necessary to complete the project.

As noted in the Add Service order attached the project is being revised to:

* Protect the Sally Court from the public by relocating it to the east of the building.
* Expand the secure parking to the east property line.
* Reduce the impact of the PD project on the future north site.
* Accommodate the required 10-foot PG&E easement along the south property line.
